This crops and resizes to standard dimensions with a white background fill - it doesn't verify head size, lighting, or expression against official requirements. Always check your issuing authority's current rules before submitting.
Make a Passport Photo Online
The Tools Kit's free Passport Photo Maker turns an ordinary portrait into a passport-size photo with the exact pixel dimensions the main formats need: a 2x2 inch US passport photo (600x600 px) or a 35x45 mm photo for the UK, Schengen countries and India (413x531 px). Choose the size, frame your face, and download a JPG ready to print or upload with a passport or visa application.
Everything runs in your browser on a canvas. Your photo is not uploaded, there is no signup, and there is no limit on how many passport photos you make.
How to Use the Passport Photo Maker
- 1
Choose the photo size
Pick United States (2x2 in), UK / Schengen (EU) / India (35x45 mm), or the generic 2x2 in / 51x51 mm square from the Photo size menu.
- 2
Upload your photo
Click the upload area or drag a photo onto it. A front-facing portrait against a plain, light wall works best.
- 3
Position and zoom
Drag the photo inside the frame with a mouse or finger and use the zoom slider (1x to 3x) until your face is centered and sized correctly.
- 4
Generate the photo
Click Generate to render the photo at the exact pixel size of the chosen preset and check the preview.
- 5
Download the JPG
Click Download to save the JPG (600x600 px or 413x531 px), then print it or upload it to your application.
If your phone saved the picture as HEIC and it does not open, run it through the HEIC to JPG converter first; most browsers other than Safari cannot read HEIC directly.
Passport Photo Sizes in Inches, Millimeters and Pixels
Each preset produces one fixed pixel size. The pixel counts come from the printed size at 300 DPI, the usual resolution for photo prints: 2 inches × 300 = 600 px, and 35 mm ÷ 25.4 × 300 ≈ 413 px wide by 45 mm ÷ 25.4 × 300 ≈ 531 px tall.
| Preset | Printed size | Output | Notes |
|---|---|---|---|
| United States (2x2 in) | 2 x 2 in (51 x 51 mm) | 600 x 600 px | Square; US guidance calls for a plain white or off-white background |
| UK / Schengen (EU) / India (35x45mm) | 35 x 45 mm | 413 x 531 px | Portrait rectangle at 300 DPI; UK asks for light grey or cream, Schengen and India typically plain white |
| Generic 2x2 in / 51x51mm square | 2 x 2 in (51 x 51 mm) | 600 x 600 px | Square format used by some visa and ID programs, such as India OCI cards |
India switched its passport photo size from the 2x2 inch square to 35x45 mm on February 16, 2026, matching the ICAO Doc 9303 standard the UK and Schengen states already used. OCI card applications still use the 2x2 inch square, which is what the generic preset is for. A square photo and a 35x45 mm photo have different aspect ratios (1:1 versus about 0.78:1), so stretching one into the other distorts your face. If you need some other ID or visa size that is not a preset here, the Image Cropper and Image Resizer let you set your own ratio and pixel size.
Getting a White Background for Your Passport Photo
The white background works in a specific way: the frame is filled with white first, and your photo is drawn on top. At the default zoom the generated photo is scaled to cover the whole frame, so the background you get is the one in your original picture. White only appears where you drag the photo away from an edge, or where the image you uploaded is transparent.
That gives you two reliable routes to a clean background. The simplest is to stand in front of a plain white or light wall with even lighting and no shadows behind you. The other is to cut yourself out with the Background Remover, download the transparent PNG, and upload that here: the transparent areas then become solid white in the final JPG. Remember that the UK asks for light grey or cream rather than pure white, so check which color your country wants before you remove anything.
Printing or Uploading Your Passport Photo
For an online application, upload the downloaded JPG as it is. The US 600x600 px output meets the minimum of the 600 to 1200 px square range for digital US submissions. If a portal sets a maximum file size, shrink the JPG with the Image Compressor rather than resizing it, so the pixel dimensions stay correct. Phone photos also carry EXIF data such as the camera model and sometimes GPS location; the EXIF Remover strips that before you share the original.
For a printed passport photo, print the JPG at 300 DPI or set the print size to exactly 2x2 inches or 35x45 mm, with any fit-to-page scaling switched off. The download contains one photo, not a sheet of copies, so place several on a 4x6 inch print in your photo software if you need more than one. To bring the photo into a document, the Image to PDF converter turns the JPG into a PDF. More editing tools are in the Image Tools collection.
The tool handles size and framing only. It does not detect your face or measure head size, eye position, lighting, glasses or expression. US guidance, for example, asks for a head measuring 1 to 1 3/8 inches from chin to top of head, and other countries set their own limits, so compare the result with your issuing authority's current rules before you submit.
Common uses
- Turning a phone selfie or portrait into a passport-size photo for a renewal or new application

Passport photo terms explained
| Term | What it means here |
|---|---|
| DPI (dots per inch) | How many pixels are printed per inch. 600 px across 2 inches, or 413 px across 35 mm, both work out to 300 DPI |
| 35x45 mm | The ICAO-style passport photo size used by the UK, Schengen countries and, since February 16, 2026, India |
| 2x2 inch | The square US passport photo size, also used by India for OCI card photos |
| Aspect ratio | Width divided by height. A 2x2 photo is 1:1; a 35x45 mm photo is about 0.78:1, so the two cannot be swapped |
| Head size | The rule for how large your face must appear in the frame, set by each issuing authority; this tool does not measure it |
| ICAO Doc 9303 | The International Civil Aviation Organization standard for machine-readable travel documents that many countries base their photo rules on |
Frequently Asked Questions
Choose your country size, upload a portrait, drag and zoom it until your face is centered in the frame, and click Generate. The Passport Photo Maker renders a JPG at the exact pixel size for that format, 600x600 px for 2x2 inch or 413x531 px for 35x45 mm, and you download it free with no signup.
A US passport photo is 2x2 inches (51x51 mm). The US preset outputs a 600x600 pixel square, which is 2 inches at 300 DPI and sits at the low end of the 600 to 1200 pixel square range the US accepts for digital uploads.
At 300 DPI, 35x45 mm is about 413x531 pixels: 35 ÷ 25.4 × 300 = 413.4 and 45 ÷ 25.4 × 300 = 531.5. That is exactly what the UK / Schengen (EU) / India preset outputs.
No. It does not cut out or replace the background behind you. The frame is filled with white before your photo is drawn, so white only shows where the photo does not cover the frame or where the image is transparent. Take the photo against a plain light wall, or remove the background first with the Background Remover and upload the transparent PNG, which then sits on white.
The tool gets the dimensions and pixel size right, but it does not check head size, lighting, shadows, glasses, expression or background color against official rules, and those vary by country and change over time. Always compare the result with your issuing authority’s current photo guidance before you submit.
Since February 16, 2026, India uses the 35x45 mm format, aligned with the ICAO Doc 9303 standard already used by the UK and Schengen countries, so choose the UK / Schengen (EU) / India preset. The older 2x2 inch square is still used for OCI card applications, which the generic 2x2 in preset covers.
No. A US photo is a 1:1 square and a UK photo is a 35x45 mm rectangle of roughly 0.78:1, and the background rules differ too. Generate a separate photo for each by switching the Photo size preset and reframing.
The download is a single JPG of 600x600 px. Print it at 300 DPI, or set the print size to exactly 2x2 inches, with scaling such as fit to page turned off. The file does not include a sheet of multiple copies, so arrange copies on the page in your print dialog or photo software if you need several.
It downloads as a high-quality JPG (95% quality) named after the preset, for example passport-photo-us.jpg. JPG is the format most online passport and visa portals accept.
Yes, as long as your browser can open the file. JPG and PNG work everywhere, but iPhone HEIC files usually only open in Safari. If a HEIC photo does not appear, convert it with the HEIC to JPG converter first, then upload the JPG.
No. Cropping, resizing and the white fill are done on a canvas in your browser, and the JPG is created on your device. Your photo is never sent to The Tools Kit or stored anywhere.

How do you make a passport photo at home?
To make a passport photo, upload a portrait, choose the country size, position and zoom it inside the frame, and click Generate. The US option outputs a 600x600 pixel square (2x2 inches); UK, Schengen and India output 413x531 pixels (35x45 mm at 300 DPI). The JPG download fills uncovered areas with white but does not remove the background.
What are the passport photo size requirements for the US and UK?
A US passport photo is 2x2 inches (51x51 mm), and the online upload version must be a square between 600 and 1200 pixels on a plain white or off-white background. A UK passport photo is 35x45 mm on a light grey or cream background. Both also regulate head size, expression and lighting, so check official guidance before submitting.
