What this Organize PDF tool actually does
This is a free PDF page organizer that lets you reorder pages and remove the ones you do not want, in the same pass. Whether you need to organize PDF pages, reorder PDF pages after a scanner pulled them out of sequence, or rearrange pages in PDF before sending it out, it works the same way: load the file, adjust the list, save the result.
It copies the pages you keep into a new document in the order you set, rather than re-rendering them, so this online PDF organizer keeps every page's original resolution and formatting exactly as it was.
How to organize PDF pages
- 1
Upload your PDF
Choose one PDF or drop it on the upload area. The page count is read straight away, and every page appears as a row labeled with its original page number.
- 2
Reorder with the arrows
Use the up and down arrows on any row to swap it with its neighbor, repeating until pages are where you want them.
- 3
Remove pages you do not need
Click the × on a row to drop that page from the output. Removed rows only leave the list on screen; the PDF on your disk keeps every page.
- 4
Save your organized PDF
Download the rebuilt file, with "-organized" added to the filename automatically.
Each row also shows the page's current position next to its original number, so after a few moves you can still tell that, say, original page 7 now sits in position 2. The whole list lives in this browser tab, and the rebuilt PDF is assembled there too.
How to organize a PDF without Adobe Acrobat or extra software
Acrobat's Organize Pages panel is not required to put pages back in order. The Tools Kit's PDF organizer runs entirely inside your browser tab: choose your file, adjust the order, download the result. Registration is never requested, and Start Over clears the list so you can load the next file straight away.
How reordering actually works here: arrows, not drag and drop
“Drag and drop pages” is how a lot of people describe rearranging a document, and you can drag a file onto the upload area to load it. But once your pages are listed, this PDF page manager uses up and down arrow buttons on each row rather than a drag-and-drop grid of page thumbnails. Clicking the up arrow swaps a page with the one above it; the down arrow swaps it with the one below. Press the same arrow again to keep walking a page further up or down the list.
It is a deliberate trade-off: arrow controls are simple and reliable on both desktop and touchscreens, at the cost of being slower than a drag for moving a page a long distance. If you are moving a page from position 2 to position 20, it is often quicker to remove the pages around it first, shortening the list, or to think in terms of which neighbor a page needs to swap past next.
Reordering and removing pages together
Every row also has a × button, so you can drop a page from the output without a second tool. That means a scan that arrived out of order and with a couple of blank separator pages can be fixed in one pass: reorder what needs reordering, remove what needs removing, then save.
Organize PDF terms explained
Organizing, reordering, and rearranging all describe the same job, but the words hint at features this arrow-based list does not have. Here is how each one applies.
| Term | What it means here |
|---|---|
| Page order | The sequence pages appear in the document, from first to last |
| Page sequence | Another name for page order; the arrangement this tool lets you change |
| Page thumbnails | Small visual previews of each page; this tool shows page numbers as text instead |
| PDF page management | The general task of reordering, removing, or otherwise organizing a document’s pages |
| Document organization | Arranging a file’s pages and structure the way you need them |
| Reorder pages | Changing the order pages appear in, done here with up and down arrows |
| Move pages | Shifting a page earlier or later in the document |
| Rearrange pages | A general term for changing page order, whatever the interface used to do it |
Organizing on Windows, Mac, iPhone, and Android
Organizing a PDF on Windows, organizing a PDF on Mac, organizing a PDF on iPhone, and organizing a PDF on Android all use the same row-and-arrow list, and that design is kinder to small screens than most page organizers: there are no tiny thumbnails to drag with a fingertip, just a button per move. On a long document the list scrolls inside its own box, so the Save PDF button stays easy to reach below it.
Is it free, and is my file safe?
Organizing is free, and the saved file contains only your own pages in your new order, with no watermark and no added cover sheet.
Because reordering happens on your own device, your PDF is never uploaded to a server. It is the sensible choice when the out-of-order scan is a tax return, a lease, or a medical file you would rather keep off third-party servers.
Common uses
- Putting a scanned document back in order after a feeder pulled pages out of sequence
- Moving an appendix or exhibit to the end of a report before sending it
- Dropping blank separator pages from a batch scan while fixing the order
- Rearranging slides or handouts into presentation order
- Moving a signature page to the front of a contract before sending it out
Organizing PDF documents for the USA, Canada, and UK
Getting pages into the sequence a form expects matters most when a portal reads a scanned packet in order. Scanned application packets are the classic example:
- USA: a US visa application, a US job application, or US government paperwork scanned out of sequence is easier to fix by reordering the file than by rescanning it.
- Canada: Canadian immigration paperwork, a Canadian job application, or Canadian government documents that came out of a scanner in the wrong order can be put back in sequence before submission.
- UK: a UK visa application, HMRC paperwork, or a UK job application scanned with pages out of order is quicker to reorganize here than to redo the scan.
Frequently asked questions
Yes. Reordering runs on your own device, so there is nothing to meter: no signup, no watermark on the reorganized pages, and no cap on how many times you go back and adjust the order of the same document.
Upload your PDF and every page appears as a numbered row. Use the up and down arrows to move a page, the × to remove one, then click Save PDF to download the result.
Click the up or down arrow on a page’s row to swap it with its neighbor. Repeat the arrow click to walk a page further up or down the list until it sits where you want.
Load the file, then use each row’s up and down arrows to change its position one step at a time. There is no need to know page numbers in advance, since the current order is shown as you work.
Move pages with the up and down arrow buttons until the list reads in the order you want, then save. The new PDF is built to match exactly the order shown on screen.
Each page’s row has an up arrow and a down arrow. Clicking one swaps that page with the row directly above or below it, which is how you move a page toward the front or back of the document.
Not for reordering. You can drag and drop a file onto the upload area to load it, but once the page list appears, reordering uses up and down arrow buttons on each row rather than dragging pages around. It gets the same result, moving a page by pressing an arrow repeatedly instead of dragging it to a new spot.
Yes. Nothing gets installed and no login is asked for. The page list and the rebuilt file are both produced by a PDF library running inside this page, so you can organize a PDF without Adobe Acrobat, a desktop PDF editor, or any other software.
No, there is no automatic sort. You move pages manually with the up and down arrows, which suits fixing a small number of out-of-order pages but is slower for a large-scale reshuffle.
If reordering is not the goal and you just want a subset of pages, extracting a range is usually faster. Use our Split PDF tool and enter the page range you want to keep, instead of removing pages one at a time here.
Delete PDF Pages only removes pages, using a text field where you type page numbers or ranges. This tool does that too, with a per-page × button, but it also lets you reorder pages with the up and down arrows in the same pass, so use this one when you need both.
No. Pages are copied into the new document rather than re-rendered, so text stays selectable and images keep their original resolution, whatever order they end up in.
Not in this version. Rows are labeled by page number rather than a visual preview, so for a long or unfamiliar document, keep it open in a PDF viewer alongside this tool while you reorder.
Not while it is locked. The file needs to load without a password, so remove any password protection first, then organize that unprotected copy.
No. Reordering and removing pages both run entirely in your browser, so your PDF stays on your device and is never sent to a server.
Yes. The arrow buttons are sized for tapping, which suits a touchscreen better than dragging small thumbnails would. Open the PDF from your Files app or downloads, tap the arrows to move pages, then tap Save PDF and the -organized copy saves to your downloads.
Only need to remove pages, not reorder them? Use our Delete PDF Pages tool instead. Need a range extracted? Split PDF pulls out the pages you keep. Fixing orientation or margins instead of order? Try Rotate PDF or Crop PDF. When you are ready to combine files, use Merge PDF. Once the order is final, stamp fresh numbers on it with Add Page Numbers to PDF, since any numbers printed on the original pages move with them, or add your signature with Sign PDF. The full set of page tools is on the PDF tools page.

How do you reorder or remove pages in a PDF?
To reorganise a PDF, upload it and each page appears as a numbered row. Use the up and down arrows to move a page and the × button to remove it, then click Save PDF. The kept pages are copied into a fresh document in the new order, at original quality, and it downloads with -organized added to the filename.
