What happens to a multi-page PDF?
Every page becomes its own JPG. A ten page PDF gives you ten separate images, because JPG has no concept of pages the way PDF does. That is exactly what you want when each page needs to stand alone, for example one slide per image or one scanned form per picture.
Why does a PDF to JPG conversion look blurry?
Blurriness comes from resolution, not from the conversion itself. A JPG has a fixed number of pixels, and if a page is rendered into too few of them, zooming in makes the text look soft. It gets more noticeable on large screens and in print.
