What this JPG to PDF tool actually does

This is a free JPG to PDF converter, and an image to PDF converter more generally, that turns one or more images into a single PDF document. Whether you need to convert JPG to PDF, convert JPEG to PDF, turn a photo to PDF, or create a PDF from a picture on your phone, it works the same way: each image becomes its own page, sized to that image, in the order you added them.

Nothing is cropped, stretched, or forced onto a standard paper size. A portrait photo makes a portrait page and a landscape photo makes a landscape page, exactly as an image to document conversion should, and the same process works for a single picture or a full batch of scanned pages.

You do not need an account, and there is no limit on how often you convert.

How to convert JPG to PDF without Adobe Acrobat or extra software

You do not need Adobe Acrobat, or any desktop software at all, to convert JPG to PDF. This free JPG PDF converter runs entirely inside your browser tab: add your images, click convert, download the result. There is no signup, no trial period, and no limit on how many times you build a PDF from photos.

Does converting JPG to PDF change image quality?

For JPG and PNG, no. Both formats are embedded into the PDF page exactly as uploaded, with no re-compression, so the images keep their original quality. A WebP, GIF, or other format is redrawn once to JPEG so it can be embedded, which is the only point where any re-encoding happens.

Each page is also sized to match its image's pixel dimensions precisely, so nothing is scaled, cropped, or squeezed onto a fixed paper size the way some converters do.

JPG to PDF terms explained

A few terms get used almost interchangeably around this task. Here is what each one means on this page.

TermWhat it means here
JPG / JPEG imageOne of the source pictures you upload; JPG and JPEG are the same format
PDF pageThe document page created from one image, sized to that image exactly
Page orderThe order pages appear in the PDF, set entirely by the order you added the images
Page orientationPortrait or landscape, determined automatically by each image’s own width and height
Image resolutionThe pixel dimensions of your source photo, carried over unchanged into the PDF page
Output PDFThe single combined PDF produced once every image has been added as a page

Converting on Windows, Mac, iPhone, and Android

The tool runs in any modern browser, so converting JPG to PDF on Windows, converting JPG to PDF on Mac, converting JPG to PDF on iPhone, and converting JPG to PDF on Android all work the same way, without downloading any software. Add your images, convert, and download, whether you are on a laptop or a phone.

Is it free, and are my images safe?

The tool is free. No trial, no card, no watermark, and no daily limit.

Because the conversion happens on your own device using pdf-lib, your images are never uploaded to a server. That matters when you are working with private photos, scanned IDs, or confidential documents.

Common uses

  • Turning a batch of scanned or photographed receipts and invoices into one PDF for expense reports
  • Combining photos of a signed paper document, contract, or form into a single PDF to email
  • Submitting a multi-page handwritten assignment or application as one file
  • Packaging a set of product, ID, or screenshot images into a shareable PDF

Converting JPG to PDF for the USA, Canada, and UK

Some forms and portals only accept a PDF, not separate image files, so combining photos into one PDF first is the simplest fix. That comes up in a few common places:

  • USA: US documents and applications submitted as scans or phone photos are easier to send as one combined PDF rather than several separate images.
  • Canada: Canadian documents and applications photographed or scanned page by page convert the same way into a single PDF, ready for a portal that expects one file.
  • UK: UK documents and applications captured as individual photos combine into one PDF just as easily, in whatever order the pages were added.

How do you combine JPG images into one PDF?

To turn JPG images into a PDF, add one or more images, arrange them in order, and click Convert. Each image becomes its own PDF page sized exactly to the image’s pixel dimensions, so nothing is cropped or scaled. JPG and PNG embed directly; WebP, GIF and AVIF are redrawn as JPEG first. The file downloads as images.pdf.

Does converting JPG to PDF reduce image quality?

JPG and PNG files are embedded in the PDF byte-for-byte, so their quality is unchanged. WebP, GIF and AVIF images cannot be embedded natively and are redrawn as JPEG at 92% quality on a white background, a small loss that is invisible at normal viewing size. The whole process runs in the browser.

Runs in your browser. Your files and text never leave your device - nothing is uploaded.
